David Gray is the Deputy Regional Administrator for the EPA Region 6 office based in Dallas, Texas. Region 6 serves Arkansas, Louisiana, Oklahoma, New Mexico, Texas, and 66 tribal nations.
Mr. Gray has over 30 years of experience in Region 6 as a leader with oversight of planning, programming, policy implementation, management, direction and control aspects technical and administrative activities of region 6. Since 2018, Mr. Gray has served as deputy regional administrator for region 6, advising senior management on national policies; oversee regional initiatives; and coordinating on important issues with EPA regional and program offices, federal, state, local and tribal partners, and various stakeholders. Prior to becoming Deputy Regional Administrator, Mr. Gray was Director of External Affairs for over 20 years, overseeing government and public affairs programs in the region and focusing on policy implementation in the five states that make up Region 6. Over the course of his career, Mr. Gray has gained extensive experience overseeing crisis communication programs during incidents of national significance, including the EPA’s response to Hurricane Katrina, Deep Water Horizon and Hurricane Harvey.
